US-STYLE DEMOCRACY: National Endowment for Disgrace (NED) trashes good name of democracy

 Illustration: Liu Rui/GTIllustration: Liu Rui/GT

NGOs often conjure up the images of activists getting busy banning ivory trade, waving BLM banners or alerting people to climate change. Although it is not always certain what their ulterior motives are, they always seem to make things appear bright and beautiful.

This is why it puzzles me when it comes to the categorization of the National Endowment for Democracy (NED) of the United States, a self-claimed "NGO" whose establishment was approved by the US Congress. For one thing, by using state funding, the agency has been faithfully preaching hegemonic doctrines of the US government. For another, by guiding and financially supporting separatist rebels in countries deemed detrimental to American dominance, this pair of Uncle Sam's white gloves is instigating instability, terror and even wars worldwide.

How could such an agency be labeled an NGO? It would probably be too much to say that the NED stands for being Notorious, Egregious and Disrespectful. But the organization can be compared to the foolish emperor in Andersen's fairy tale "the Emperor's New Clothes". Everyone is crystal clear who is naked with nasty intent, yet the evil-doer continues to stand still, awkwardly pretending nothing ever happened.

NED has claimed that "from time to time, Congress has provided special appropriations to the Endowment to carry out specific democratic initiatives in countries of specific interests". The reason why it never bothers to hide its goals is that for US politicians, "democracy" has been such an overwhelmingly persuasive pretext to justify all their wrongdoings in a flagrant way, including meddling with other countries' internal affairs, triggering wars and conflicts. "A lot of what we do today was done covertly 25 years ago by the CIA," said Allen Weinstein, one of the founding members of NED, when introducing the tasks assigned to NED. Thanks to such honesty, if Daniel Craig must drop his 007 career after No Time to Die, Agent NED could be recommended to succeed him in a film called No Time to Lie.

For many, including many Chinese, NED is nothing but an obnoxious pest. According to Asahi Shimbun, as of 2016, NED had provided some $96.52 million to at least 103 anti-China entities, including the notorious separatist groups, such as World Uyghur Congress (WUC) and Tibetan Youth Congress (TYC). NED has provided the WUC and its affiliations with millions of dollars in funding, including $1,284,000 since 2016. This money goes to train activists and media influencers and lobby for support for Uygur separatists. In Hong Kong, NED has been in connection with several notable destabilizing forces and individuals. Reports have revealed that the NED offered over HKD13 million to the so-called Hong Kong Confederation of Trade Unions, led by Lee Cheuk-yan, to organize illegal separatist campaigns. In 2019, NED invited several notorious Hong Kong "independence" preachers for speeches, including Lee Chu-ming, who was dubbed by Ta Kung Pao as a "Hong Kong traitor" and won the NED annual prize in 2004; as did Lee Cheuk-yan and Nathan Law. The mobs keep begging for their sugar daddy "no money, no honey", so NED keeps feeding them greenbacks paid by American taxpayers in the name of "democracy". Such an "unofficial" NED price acts consistently with the official remarks out of State Department spokesperson Ned Price. Together, these twofold American prongs encourage mobs to act out for Uncle Sam's expectations.

NED's victim list worldwide also includes America's allies. According to the New York Times, NED provided French right-wing groups with $1.4 million to organize campaigns against former president François Mitterrand. In Eastern Europe, millions of dollars have been spent by NED in support of the shock therapy in the 1990s. In Caribbean countries, NED has actively engaged in the conspiracy of overthrowing elected governments, with Haiti and Nicaragua being the most prominent examples. In Arab countries, NED sponsored numerous riot organizations and remained a crucial "contributor" to the collapse of the Mubarak and Khadafi administrations and the subsequent chaos. In Cuba, Venezuela, Bolivia and Belarus, NED has been amplifying its voices by hiring Western media to relentlessly fire against the countries' leaders. It did so while interfering with their domestic election processes by politically and financially supporting the opposition forces.

In Thailand, the NED aimed at students and youngsters while launching its brainwash campaign through social media, just as it did in Hong Kong. In many ways, those methods were adopted together, enabling NED to meddle with the domestic issues of countries or administrations that it deemed "challenging" to American dominance under the cover of democracy promotion.

The US has always been strangely egoistic to seek a monopoly for the definition of "democracy". In this way, NED serves as a channel for it to achieve "democracy hegemony", claiming, "I'm the beacon of light, and those who don't listen to me are certainly autocratic". With that solid reason, NED could feel free to interfere with other countries' domestic issues, infiltrate into other countries for subversive purposes, and ultimately promote riots and rebels.

Under the disguise of democracy and for the purpose of conspiracy, NED is indeed an abbreviation for "National Endowment for Disgrace". NED as a tool of the US Empire has only disgraced what democracy is all about.

Lie, Smear campaign of COVID-19 origin probe;Cornerstone of strategic deterrence

Trade negotiators from China and the U.S. have held their first meeting under the Biden presidency, which coincided with the fallout over President Biden ordering a new intelligence report on the origins of COVID-19. The theory that the virus was leaked from a lab in China's Wuhan has resurfaced, although no new evidence has been presented. China is calling the move a smear campaign.

Cornerstone of China’s strategic deterrence against the US: more nuclear missiles and warheads

As  the US strategic containment of Chinas has increasingly intensified, I would like to remind again that we have plenty of urgent tasks, but among the most important ones is to rapidly increase the number of commissioned nuclear warheads, and the DF-41s, the strategic missiles that are capable to strike long-range and have high-survivability, in the Chinese arsenal. This is the cornerstone of China's strategic deterrence against the US.

We must be prepared for an intense showdown between China and the US. In that scenario, a large number of Dongfeng-41, and JL-2 and JL-3 (both intercontinental-range submarine-launched ballistic missile) will form the pillar of our strategic will. The number of China's nuclear warheads must reach the quantity that makes US elites shiver should they entertain the idea of engaging in a military confrontation with China.

On this basis, we can calmly and actively manage divergences with Washington to avoid a minor incident sparking a war. US hostility toward China is burning. We must use our strength, and consequences that Washington cannot afford to bear if it takes risky moves, to keep them sober.

Lame Indian media and politicians resort to ‘lab leak’ lie to shift focus

India is at a critical moment of fighting the virus. Yet some Indian media outlets and politicians are still manipulating politics, slandering China with an attempt to shift contradictions away from their failed policies. India has descended into a COVID-19 mess. Indian media and politicians should bear a large part of the blame. It's a tragedy for the Indian people.

In recent days, some news channels in India have been busy spreading the groundless conspiracy theories that "the coronavirus is a bio-weapon created in a Wuhan lab." As the new wave of COVID-19 wreaks havoc on India, they have hyped up conspiracy theories and old lies cooked up by some Western media and politicians last year, baselessly accusing China of "weaponizing the virus." Some Indian media's professionalism, cognition and sense of social responsibility are really jaw-dropping.

With India caught up in the crisis and as criticisms of the Indian government's response increase, the "lab leak" conspiracy theory has attracted some new attention in India, ranging from news channels to politicians. Earlier this month, some Indian ministers and BJP leaders shared an article on Twitter. The article warned Indians not to fall into the opposition's trap of making Prime Minister Narendra Modi the scapegoat. It said, "very few are talking about China and the possibility that the virus has been unleashed to weaken India."

The "lab leak" theory has been largely discarded by the world. A World Health Organization report in late March concluded that it's "extremely unlikely" that the virus was leaked from a lab. It's really ridiculous and clumsy for some Indian media outlets to flog a dead horse. And it's easy to figure out their real purpose.

Long Xingchun, a senior research fellow with the Academy of Regional and Global Governance at the Beijing Foreign Studies University and president of the Chengdu Institute of World Affairs, said the purpose of hyping the "lab leak" theory is obvious: deflecting public attention. With no sign of abating, the raging epidemic in India has aggravated public dissatisfaction.

By hyping-up the "lab leak" theory, some Indian media outlets and politicians are attempting to divert the public's anger to China. "For countries with an electoral system like India, the top consideration for some politicians is not people's health and lives, but votes. Accusing China of unleashing the virus to weaken India provides a good excuse for India to defend its anti-epidemic response and economic downturn," Long said.

China has refuted the lies of the "lab leak" theory many times. China has strictly fulfilled its obligations under the Biological Weapons Convention and does not develop, research or produce bio-weapons.

If the Indian media and politicians are really keen on figuring out whether the virus is a bio-weapon, they should ask Washington to clarify the US' biological militarization activities inside and outside the country and to disclose the real purpose of its more than 200 biological laboratories overseas. India could also demand an international inquiry.

It looks like some Indian media outlets and politicians are resorting to the old scheme of the former Trump administration, which tried every possible means to shift the blame onto China for its failed coronavirus response.

Just have a look at the results of Trump and his failed secretary of state Mike Pompeo. They didn't focus on fighting the epidemic, but instead played tricks to politicize the virus, concocting political manipulations to discredit China. As a result, the US witnessed the highest COVID-19 death toll. This became the main reason why Trump lost the election.

Since the second wave of COVID-19 outbreak hit India, China has expressed its goodwill and taken concrete actions to provide necessary support and help to India. China has sent life-saving supplies such as ventilators, oxygen generators, masks and medicines to India. This has shown China's goodwill and humanitarianism.

However, some Indian media outlets and politicians are requiting kindness with ingratitude. They have slandered China's help, tried to play the Taiwan card, attempted to sow discord between China and neighboring countries, and devilishly spread rumors and lies to discredit China. They are shameless and have no moral bottom. What they are now doing is no different from creating a humanitarian disaster in India. It's the Indian people that will have to bear this egregious suffering.

Human Rights Watch (HRW) criticism and report of China are a lie, reflect Western elites’ hypocrisy, anti China-rise !

HRW’s criticism of China is a lie

US-based Human Rights Watch (HRW) released its World Report 2020 on Tuesday. Kenneth Roth, executive director of HRW, said in his speech that China has launched an assault on the international human rights system.

An NGO as it is, HRW has been openly coordinating with the US on its tough China policy. The organization's funding source and personnel structure have shown it will embed US national interests deeply into its goals. Roth once served as a US federal prosecutor. HRW's extreme antagonism toward China results from his prejudice and political stand.

The organization's main business is global human rights, but it seems it is unfamiliar with human rights conventions and standards under the UN system. The right to development - a human right that the UN stresses the most - is almost completely missed out in the latest HRW's report.

People like Roth are only suitable for talking big in New York's high society. If their interpretation of human rights is examined from the perspective of developing societies and emerging markets, people will easily find they are narrow-minded and paranoid. They are keen to show their sympathy for the lack of human rights in developing societies, but they have no idea what the most important thing is there.

It is acceptable to criticize China. But HRW has been propagating a huge lie by smearing China, a country where modern life has spread rapidly and people's living standards have been greatly raised. HRW has been living in an abnormal atmosphere of public opinion about China.

Have people like Roth ever visited Chinese cities and spoken with ordinary Chinese families? Have they ever been to the shopping malls and streets that have sprung up all over China, and talked with ordinary Chinese people there? Have they left nightclubs and walked back to the hotel at night in China? Is China's human rights system the worst in the world? Are they talking about human rights or the privileges of the very few followers of the US value?

The life span of the Chinese people is becoming longer. Conditions of food, clothing, housing, transportation, education, public health services and provisions for the aged have been improved. Pollution has been effectively controlled. Chinese people have become the main force of global tourism and studying abroad. China's internet is also one of the most developed worldwide. These have formed the basis of the continuing development of China's human rights.

China is different from the US and the West politically. Thus, China has its own characteristics in political participation and governance of public opinion. The Chinese system supports the country's development. Our system does not threaten that of the West and should gain respect from the West.

Some extreme Western political elites have attacked China violently for geopolitical purposes. People like Roth are not really advocating the general advancement of human rights, but are following the needs of US politics. They are tarnishing the great human rights cause of mankind, and should be ashamed of it.

People like Roth should go deep into a huge society like China and really understand what is going on there and what people really care about. The likes of Roth should seriously study the world, not arrogantly represent the world.

HRW report reflects Western elites’ hypocrisy: analysts

Experts attend a side-event on China's human rights protection of ethnic minorities amid the 41st session of the UN Human Rights Council in Geneva, Switzerland, July 2, 2019.

Criticizing China for "suppressing" human rights is the card that the West has been playing for decades. This reflects the hypocrisy and deep ignorance of arrogant Western elites who cannot give an objective assessment of other countries' situations, analysts said on Wednesday, in response to the latest report of nongovernmental organization (NGO) Human Rights Watch which deemed China as a global threat to human rights development.

In its 335-page World Report 2020, the New York-based NGO claimed that China is now a global threat to human rights. Kenneth Roth, executive director of HRW, claimed that the country is also using its "growing economic clout to silence critics and to carry out the most intense attack on the global system for enforcing human rights since that system began to emerge in the mid-20th century."

Roth was banned from entering Hong Kong on Sunday, about a month after the HRW was sanctioned by the Chinese central government for their "horrible activities" in instigating the months-long riots in the Hong Kong Special Administrative Region (HKSAR).

The NGO, which claims it does not receive funds from the government, releases human rights reports every year, evaluating the global system for protecting human rights. However, many of its officials and members are former US federal government officials, and the NGO has been using its right to speak to export the ideological tendency, Chinese analysts said.

"To judge other countries at will by ignoring the facts is their way of doing things," an analysts close to a government-related think tank who preferred not to be named, told the Global Times on Wednesday.

Meanwhile, another NGO, Freedom House, said in its latest report that Chinese media's overseas expansion posed "serious implications for the survival of open, democratic societies."

Long-term ignorance

The Chinese Foreign Ministry said on Wednesday that HRW's China-related remarks, including its report, are devoid of facts and paint white as black, and that there is no need to discuss it.

"These two organizations have been viewing China from distorted views for a long time. Their China-related comments always ignore facts with no objectivity," Geng Shuang, spokesperson of Chinese Foreign Ministry, said at a routine press conference.

"The state of the human rights situation in China is in the best of times," he noted.

Some China-related topics HRW highlighted in its 2020 report have appeared in previous reports, including criticism over so-called repressions of Uygur people, tightening controls on freedom of expression and the erosion of HKSAR's freedom. Also, HRW has always been enthusiastic about criticizing other countries and regions as well as paying close attention to topics on juridical fairness, racial discrimination, extortion, and confessions by torture.

Its 2020 report has also adopted the same biased way of depicting "old stories" with new arguments. For example, in the Hong Kong chapter, HRW claimed that a large number of protesters acted peacefully, but the police used excessive force by intentionally ignoring the legitimacy of police law enforcement.

This is not the first time HRW pointed its finger at other countries' internal affairs, coming up with reports filled with biased views and false evidence. It ignored cases of police beating African-Americans to death in the US or the infamous abuse of detainees at the Guantanamo Bay detention camp, according to a letter jointly released in May 2014 by more than 130 scholars, mostly from the US, criticizing the HRW. Singapore's Ministry of Law also refuted the NGO criticism of proposed fake news laws in 2019 in Singapore.

The letter, calling on HRW to close its revolving door to the US government, noted that many members of the HRW are former CIA agents and former US officials. The organization's standard on human rights is in accordance with US diplomatic policies and interests, thus damaging its credibility and independence.

"It also reflects the lack of oversight of NGOs in international law. For example, what criteria does HRW use to evaluate human rights in other countries?" the analyst said, noting that it seriously undermines the joint efforts of other countries in the field of human rights.

Politically driven

Chinese analysts also noted that the funding and membership of the NGO linked it close to the US government, although it claims to be nongovernmental, and its goal is to work for the country's national interests.

A graduate of Yale Law School and Brown University, Roth used to serve as a federal prosecutor, whose perception of China's human rights is embedded with hostility and political bias.

"They've been watching and criticizing other countries based on their understanding and idea of the West's concept of human rights. China has its own human rights concept, formulated on our social, economic and cultural background. But the Chinese concept was often disregarded by those NGOs," another anonymous expert told the Global Times on Wednesday.

Human rights include, first and foremost, the right to life, subsistence and development, the Xinhua News Agency said in a commentary in 2019. When HRW criticized China's Xinjiang policy, it turned a blind eye to the region, which used to fall victim to violent terrorist attacks that has killed innocent people but has been developing into a peaceful and prosperous place.

Its perception of China's human rights status also reflects the hypocrisy and arrogance of provocative Western elites, analysts said.

Though these NGOs claim to be politically neutral, it is impossible for them to completely ignore the political background and stance of Western countries, He Zhipeng, a professor of international human rights and legal education at Jilin University in Northeast China, told the Global Times.

"They usually take Western culture as the basis or ideological fortress, and always stand on the basis of the Western human rights ideology to observe and criticize other countries, while China's socio-economic and cultural background is often unheard in their investigation," he said.
