Analysts refute Ashton Carter's China 'self-isolation' claims




SINGAPORE - US defense secretary's China "self-isolation" claims were totally incorrect, local analysts said here on Saturday.

In a speech delivered here Saturday at the on-going Shangri-La Dialogue, US Defense Secretary Ashton Carter said China could end up erecting a Great Wall of self-isolation, but analysts here refuted Carter's remarks as one-sided and over-exaggerated.

As China develops, Asia-Pacific countries had built close relations with not only the United States but also China, which proves Carter's China "self-isolation" claims at best "exaggerated," said Huang Jing, Professor and Director of Center on Asia and Globalization, Lee Kuan Yew School of Public Policy, National University of Singapore.

Carter's claims are misinterpreting China's policies, and are not in line with the two countries' consensus on forging new pattern of relationship, said Colonel Lu Yin, Associate Researcher from the Institute of Strategic Studies of China's National Defense University.

The colonel noted that Carter's remarks revealed logical paradoxes in the US rebalance strategy in the Asia-Pacific.

"I don't see it possible that without efforts from China, the United States can realize its rebalance strategic in the Asia-Pacific region as well as achieve common prosperity as envisioned," said Lu.

In his half-hour or so speech, the US defense secretary mentioned the word "principle" for as many as 37 times. In Professor Huang Jing's view, it is fairly disputable that the United States does faithfully stick to principle.

When asked about the fact that not only China, but countries including Japan, the Philippines and Vietnam all had similar construction actions, Carter said there are differences in the scale of such activities.

If one really sticks to principles, it doesn't matter what scale the actions might be, any construction activity is against the principle, argued Professor Huang.

On matters of navigation freedom, the professor said that navigation freedom should be guaranteed, but any country's freedom shall not be at the cost of posing threats to others.

Although tensions in the South China Sea are included in Carter's speech, analysts pointed out that the US defense secretary had also elaborated on the fact that China and the United States do have cooperation potentials over a number of international agendas. To safeguard peace and stability in Asia-Pacific, the two countries need to cooperate.

Oh Ei Sun, senior fellow with S. Rajaratnam School of International Studies in Singapore, said that Carter actually adopted a relatively "mild" approach when addressing disputes in the Asia-Pacific and gave much emphasis on setting up security networks in the region.

William Choong, Shangri-La Dialogue Senior Fellow for Asia-Pacific Security, said he thought the US-China relations are far more inclusive.

It's a broader relationship, although they disagree on the South China Sea issue, they can agree on many other issues which are important, such as the cooperation in cyber space, the DPRK issue, and climate change, he said.

The two countries are preparing for their upcoming strategic economic dialogue as well, he noted.

"To put it very simply, even though there are tensions in the South China Sea, I think the relationship is broad enough and strong enough, and has enough institutional mechanism for both sides to avoid their differences and work on potential solutions," said the researcher.

China refutes US defense secretary's China 'self-isolation' claims


SINGAPORE - A high-ranking Chinese military official Saturday refuted US Defense Secretary Ashton Carter's "self-isolation" claims about China.

"Carter's claims are incorrect and do not accord with the actual situation," Guan Youfei, director of the Office for International Military Cooperation of the Chinese Central Military Commission, told the media.

Guan's comments came after Carter's claims at the ongoing Shangri-La Dialogue that China's military activities in the South China Sea would isolate itself.

Guan said the United States should learn lessons from the wars it had waged in the Asia-Pacific region after World War II and play a constructive role in the region.

Guan urged the United States to keep its security pledges, withdraw troops from Afghanistan as soon as possible, stop arms sale to China's Taiwan and refrain from holding military drills on the Korean Peninsula.

Guan said China has made great efforts in promoting international and regional security cooperation since its reform and opening-up, and China's achievements in areas such as peacekeeping, disaster relief and naval escort missions are obvious.

China will continue to enhance cooperation with other Asia-Pacific countries under the Belt and Road initiative in various fields, the Chinese military official added.

The US defense secretary had earlier made similar accusations against China in a speech delivered at the US Naval Academy. The Chinese Foreign Ministry had responded, saying such claims reflected "American-style mentality" and "American-style hegemony."

The arbitration decision on South China Sea could 'change the world'

THE ruling on an international arbitration case, brought by the Philippines against China on rival claims to the South China Sea, is expected soon.

With the decision widely predicted to favour the Philippines, China – which has refused to participate in the proceedings – has revved up its efforts to influence public opinion at home and abroad.

State-owned media outlets, such as China Radio International’s WeChat account “Watch Asean”, began posting materials provided by the Chinese Foreign Ministry in late April to prove that China lays historical claim to the territory.

Turning to age-old manuscripts like the Book of Han and Record of Foreign Matters written during the Eastern Han Dynasty (25 AD – 220 AD), China said its people were the first to discover, name and administer va­­rious South China Sea islands and therefore enjoy priority rights to own and use the features.

“History has irrefutably proved that China is the sole owner of the South China Sea islands,” it said.

China also cited foreign publications, such as The China Sea Directory by United Kingdom’s Hydrographic Office in 1868 and a 1933 French magazine Le Monde Colonial Illustré, as evidence that Chinese fishermen did live on the islands.

As for other South-East Asian nations that border the South China Sea, China claimed they did not challenge its sovereignty until rich deposits of oil and natural gas were discovered there in the 20th century.

“Vietnam, the Philippines, Malaysia, etc, then ‘occupied’ parts of Nansha (Spratly Islands) and hence the territorial spat ensued,” said Li Guoqing, research fellow of the Institute of Chinese Borderland Studies of the Chinese Academy of Social Sciences told local and international journalists in Beijing.

The conflicts brewed for decades and heightened over the past two years with China’s massive expansion and construction activities in the area, adding airfields, ports and lighthouses to seven islands and reefs.

Its explanation that these facilities were intended for civilian use was not too convin­cing, especially for the United States, which criticised China for “militarising” the disputed waters.

On the international front, China appeared as an aggressive claimant who insists that historical evidence can substantiate its assertion over the territory.

It uses the “nine-dash line” to demarcate its boundary on maps, covering most of the South China Sea and overlapping the exclusive economic zones (EEZ) of Malaysia, Bru­nei, Vietnam, the Philippines and Indo­nesia.

If China is so confident of its sovereignty over the South China Sea, why is it reluctant to appear before the Permanent Court of Arbitration in The Hague?

China said territorial sovereignty is beyond the purview of the United Nations Convention on the Law of the Sea (UNCLOS).

It added that both countries have agreed in the Declaration on the Conduct of Parties in the South China Sea (DOC) to settle disputes through bilateral channels, which means the Philippines’ arbitration has thus breached its obligation under international law.

But the Philippines has emphasised to the five-person tribunal that it is not asking for a ruling on territorial sovereignty, but to clarify its maritime entitlements in the South China Sea.

The tribunal decided in October last year that it has the authority to consider the Philippines’ submissions, adding that the DOC was only a political agreement, which is not legally binding.

The tribunal will rule on whether China’s “nine-dash line” violates UNCLOS, whether the maritime features claimed by both parties should be characterised as “islands, rocks, low-tide elevations or submerged banks” (to determine the maritime zones they are entitled to), and whether “certain Chinese activities” in the South China Sea have violated UNCLOS.

China is adamant that it would not entertain the decision.

“No matter what verdict the arbitration case will be, it is unlawful and invalid. China will neither accept nor recognise it,” Ouyang Yujing, director-general of the Department of Boundary and Ocean Affairs of the Chinese Foreign Ministry, said in a press conference in early May.

Li said it is foreseeable that the disputes over the South China Sea would continue to exist for a long time after the verdict is delivered.

He downplayed the significance of the arbitration, saying that it has been hyped up to appear as if it could “change the world”.

“While China is the most experienced country in the world in solving boundary disputes (through bilateral negotiations), it is also the least experienced when it comes to dealing with territorial claims through international arbitration, so I think China has made the right decision to stay away from the arbitration,” he said.

As China slammed countries outside of the region, such as the US and Japan, for meddling in the maritime row, it is actively lobbying for international support on its stance.

Chinese Foreign Minister Wang Yi, during his three-nation visit to South-East Asia in April, said that Brunei, Cambodia and Laos reached a consensus with China to, among others, agree that countries can choose their own ways to solve disputes and oppose unilateral attempts to impose an agenda on others.

National news agency Xinhua reported that Fiji supported China’s position in a meeting between their foreign ministers in Beijing last month (although the Fijian government quickly clarified that it did not, according to the Fiji Broadcasting Corporation).

Last week, a Doha Declaration was signed by China and 21 countries of the Arab League to support peaceful settlement of disputes through negotiation.

Chinese Foreign Ministry spokesperson Lu Kang said that Gabon, Mauritania and Venezuela have also voiced their support for China.

“We highly commend these countries and regional organisations for their calling for justice,” he said in a daily press briefing.

Judging from China’s behaviour, it is very likely that it will follow up with another publicity blitz to denounce the tribunal’s verdict, if the latter does indeed rule in favour of the Philippines.

The disputes, meanwhile, will be far from over.

Malaysia's pragmatic patriot: friends with benefits


The South China Sea dispute. The global terrorism threat. Malaysia’s foreign policy is back in the world’s spotlight and it is exciting times for ISIS Malaysia’s Foreign Policy and Security Studies chief.


IN an article titled “Think tanks aren’t going extinct. But they have to evolve”, American scholar James Jay Carafano wrote that the capacity to do rigorous, credible research is “no longer sufficient” for think tanks to manoeuvre their ideas prominently into the policy debate. Instead, think tanks must learn to communicate “in ways that will allow their ideas to break through to decision-makers who are bombarded with information from all sides”.

In that regard, Elina Noor has proven to be a real asset to Malaysia’s premier think tank, the Institute of Strategic and Interna­tional Studies, or ISIS Malaysia. Her ability to articulate on complex and dynamic global affairs – such as major power relations, cyber warfare, terrorism and conflicts – in succinct yet jargon-free language has also made her a highly sought-after interviewee by the international media.

As a child, Elina wanted to be “everything”, from prime minister to fashion designer. Her parents, who ran a management consultancy firm, however, might have subconsciously put her on her career path by leaving the world news on television all the time when she was growing up.

“My parents would engage in lively debates about international affairs between themselves. As I grew older, I wanted to do law with an eye towards international law, specifically how war and conflict affect people.”

After graduating from Oxford University in the United Kingdom, she specialised in public international law at the London School of Economics and Political Science. This was followed by an internship at the Centre for Non-proliferation Studies at the Monterey Institute of International Studies in Washington DC, specialising in issues of weapons of mass destruction terrorism.

Essentially, she helped compile a database of terrorist groups with chemical or bioweapons capabilities by combing through secondary sources and obtaining intelligence from experts who had gone into the field.

Her days in the United States were cut short, however, by visa limitations. So, after nine months, she returned to Malaysia in 2001.

Her appetite whetted by her Washington experience, Elina joined ISIS Malaysia as a researcher.

Though formally positioned as a research organisation for nation-building initiatives, ISIS Malaysia was set up by former prime minister Tun Dr Mahathir Mohamad in 1983 to serve as a crucial sounding board for the government on foreign policy and security issues.

In addition to research, ISIS Malaysia engages actively in non-governmental meetings between states, known as Track Two diplomacy, and fosters closer regional integration and international cooperation through forums such as the Asia-Pacific Roundtable.

Now, having risen through the ranks, Elina heads a team of eight in the Foreign Policy and Security Studies division.

As a claimant state in the ongoing South China Sea dispute, chair of the Association of South-East Asian Nations in 2015, and currently a non-permanent member of the United Nations Security Council, Malaysia’s foreign policy direction has drawn renewed interest at home and abroad.

Invariably, Elina is asked questions on Malaysia’s relations with China. Her answer is perhaps best laid out in an article she wrote, titled “Friends with Benefits: Why Malaysia can and will maintain good ties with both the United States and China.”

On the topic, Elina had explained: “Malaysia should or will be subservient to an awakening dragon, but the cost-benefit calculus militates against provoking it. Equally, Malaysia’s location and posture make it a strategic partner for China in South-East Asia.

“It is the mark of a mature and solid friendship when overall relations are not held hostage to single-issue disagreements.”

Elina had added that such overlapping claims in the South China Sea, “should not, if managed well, stultify cooperation between Malaysia and China in other areas of the relationship. For a developing country with high-income and knowledge-economy ambitions like Malaysia, the show must go on”.

Or to put it simply, Malaysia wants to be everybody’s friend. That’s always been the country’s foreign policy from the start, she points out.

On the other hand, this pragmatic approach has also enabled the country to punch above its weight in places where even superpowers fear to tread.

Elina’s other portfolio, cyber warfare and security, is expected to come further into the spotlight with recent headlines claiming that the so-called Islamic State extremist group in Iraq and Syria intended to abduct top Malaysian leaders, including the PM.

“Malaysia up to this point has handled terrorism very well,” Elina says.

Many attempts have been foiled in the past, she adds, and the police have kept it low-key.

“If you follow the issues closely, you’ll notice the police only started publicising their efforts in the run-up to Pota (The Prevention of Terrorism Act 2015), an anti-terrorism law passed by the Malaysian government on April 7, 2015 enabling the Malaysian authorities to detain terror suspects without trial for a period of two years.”

Part of this publicising had to do with the political selling of Pota, but there was a more legitimate, pressing reason: People were taking security for granted in Malaysia.

“Malaysians treat security like it’s not a problem. We often criticise the police but the military and Special Branch in charge of counterterrorism really know what they’re doing. The police have been very vigilant and I think they do good work but haven’t been given enough credit.”

After 14 years, she still enjoys her job because of the intellectual robustness but admits some world-weariness has set in.

Nevertheless, Elina remains motivated by the knowledge that a lot of good Malaysians on both sides of the political divide are doing good work for the country.

Pointing to a faded wristband she has been wearing for “donkey’s years”, the inscription reads: “Malaysia tanahairku (Malaysia, my homeland)”.

“Call me cheesy,” she says, “but I’ve never thought of removing it. Love for country might, but does not always, equate to love for government. I’m a sentimental patriot.”

BEIJING: The South China Sea is one of the world’s freest and safest shipping lanes, Chinese Foreign Minister Wang Yi said, arguing that Beijing’s control over the disputed waters was justified because it was the first to “discover” them.

China has come under fire from the United States and its allies in recent months over its land reclamation activities in the South China Sea, through which US$5 trillion (RM20.3 trillion) in ship-borne trade passes annually.

The US Navy has carried out freedom of navigation exercises, sailing near the disputed islands to underscore its rights to operate in the seas. Those patrols, and reports that China is deploying advanced missiles, fighters and radar equipment on islands there, have led Washington and Beijing to trade accusations of militarising the region.

The freedom of navigation does not equal the “freedom to run amok”, Wang told his yearly news conference on the sidelines of China’s annual parliament meeting.

“In fact, based on the joint efforts of China and other regional countries, the South China Sea is currently one of the safest and freest shipping lanes in the world,” Wang said.

“China was the earliest to explore, name, develop and administer various South China Sea islands. Our ancestors worked diligently here for generations,” Wang said.

“History will prove who is the visitor and who is the genuine host,” he said, adding that China would “consider inviting” foreign journalists to islands under its control when the conditions are right.

China was neither the earliest country to deploy weapons to the South China Sea nor the country with the most weapons there, Wang added, without saying which country was. Beijing claims almost all of the South China Sea, but Brunei, Malaysia, the Philippines, Taiwan and Vietnam have overlapping claims.

US Defense Secretary Ash Carter has warned of “specific consequences” if China takes “aggressive” action in the region.

He has said the US military was increasing deployments to the Asia-Pacific region and would spend US$425mil (RM1.7bil) through 2020 to pay for more exercises and training with countries in the region that were unnerved by China’s actions.

Wang was also asked about the Philippines case against China in an arbitration court in The Hague on the South China Sea dispute. Manila has asked Beijing to respect the decision, which is expected in May.

China refuses to recognise the case and says all disputes should be resolved through bilateral talks.

Wang repeated that China was quite within its rights not to participate and accused unnamed others of being behind the case.

“The Philippines’ stubbornness is clearly the result of behind-the-scene instigation and political manipulation,” he said, without elaborating. — Reuters

Philippine ship towed over safety concerns - No more tricks allowed in South China Sea

China confirmed on Wednesday that it sent ships to the Wufang Jiao, an atoll of the Nansha Islands, to tow a stranded Philippine ship to ensure navigation safety and protect the marine environment.


Foreign Ministry spokesperson Hong Lei made the remarks at a daily press conference in response to a Philippine media report that said China's Wufang Jiao did not allow Philippine fishermen to approach it.

According to Hong, a foreign fishing boat was stranded near Wufang Jiao at the end of 2015. After several failed towing attempts, the shipowner abandoned the ship and removed all its major equipment.

To prevent the stranded ship from affecting navigation and damaging maritime environment, China's Ministry of Transportation sent salvage ships to tow the ship and dispose of it appropriately, Hong added.

During the process, China persuaded fishing boats in the operation waters to leave to ensure navigation safety and necessary operation conditions, Hong said, adding that the salvage ships had returned after the operation.

The spokesperson reaffirmed China's sovereignty over the Nansha Islands and its adjacent waters. China will implement the Declaration on the Conduct of Parties in the South China Sea (DOC) comprehensively and effectively with the members of ASEAN and jointly maintain the peace and stability of the South China Sea, Hong added.- Xinhua

No more ship-grounding tricks allowed in South China Sea

The Chinese foreign ministry confirmed Wednesday that China had towed away a foreign ship that was grounded on Wufang Jiao in the South China Sea. For safety concerns, China urged nearby fishing ships to leave.

However, Philippine media and some Western reports rendered a different picture of the same affair, saying several Chinese ships were sent to patrol the surrounding waters after a Philippine boat was grounded, and "blocked" the waterway.

In their reports, Wufang Jiao and the surrounding waters are the Philippines' "traditional fishing grounds." Due to the blockage of Chinese vessels, Philippine fishermen could not go fishing, feeling they were being bullied by China.

This is not the first time a Philippine vessel was grounded on South China Sea islands and reefs. In 1999, the Philippines sent a warship and grounded it on Renai Reef. Manila kept promising to China that it would tow it away as soon as possible, but 17 years have passed, and Manila shamelessly broke its promise, delivering provisions to the ship and reinforcing its structure, in an attempt to make it a permanent stronghold.


In recent years, China has taken countermeasures to prevent Philippine ships conveying construction materials to the ship, but out of humanitarian consideration, China allowed the Philippines to deliver provisions to the crew. Now the ship, a focal point of Sino-Philippine tension, is in bad condition and about to fall apart.

China will never allow Wufang Jiao to be a second Renai Reef. Towing away the grounded Philippine ship is a once-and-for-all measure to leave no troubles behind.

The Philippines is untrustworthy in the international community, often resorting to dirty tricks to deal with diplomatic issues. What it did on Renai Reef is a vivid reflection.

China has been exercising self-restraint amid fishing disputes with the Philippines in the South China Sea. However, Manila has captured and sentenced Chinese fishermen several times, and even shot Taiwanese fishermen dead. Manila's barbarity finally triggered a standoff near Huangyan Island in 2012. Since then, China has been in full control of the island.

Now, Manila hopes it can bring US troops back, like a Mafia gangster asking their "godfather" for help. The Philippines, obviously aware that international arbitration has no jurisdiction over territorial disputes, filed a petition to an international court in Hague. China's non-participation in the arbitration is protected by the UN Convention on the Law of the Sea, but the Philippines, with the support of the US, has used this chance to taint China's image internationally

All these shenanigans cannot twist the fact that it is the Philippines that breaks its promises and makes troubles over and over again. China's countermeasures are reasonable.

China has overwhelming advantages against the Philippines, but its disputes with the Philippines in the South China Sea are complicated due to the West's bias for Manila. China should be resolute in defending its legitimate rights, and be wise in dealing with the West's prejudice and US military and diplomatic interventions.

In recent years, China has gained major progress in stemming the encroachment of the Philippines in the South China Sea. Beijing is regaining strategic initiative in the region. The Philippines will have a new president this year, and Benigno Aquino III will step down. After the shift in leadership, Manila will be a spent arrow, and will have nothing left in its bag of tricks. - Global Times

China: Rejection of the Philippines' arbitration 'in line with law'


 Foreign Minister Wang Yi says China's rejection of arbitration filed by the Philippines over terroritorial claims, is in line with the law. His remarks came after talks with his Australian counterpart Julie Bishop in Beijing on Wednesday, as Australia called for a resolution to the South China Sea disputes through peaceful means, including arbitration.

"China is actually following international law by not accepting arbitration regarding sovereign and maritime entitlements. Because after joining the United Nations Convention on the Law of the Sea in 2006, China issued a declaration according to the rights given to China by Article 298 of the UNCLOS. We issued a government statement excluding China from being subjected to the compulsory settlement measures. The Chinese government will continue to stand by the declaration." said Wang Yi.

China in 2006 declared it would not accept arbitration of disputes concerning territorial sovereignty and maritime rights, in accordance with the UN Convention on the Law of the Sea (UNCLOS), Wang said.

"Chinese government will certainly stick to this position," Wang said, adding that more than 30 countries, including Australia, have also made similar "exclusive" declarations.

He gave a list of reasons why the Philippines' arbitration attempt is invalid and unacceptable, including unilateral moves without consulting China, which goes against international norms, as well as the common sense argument that arbitration applications are usually lodged only when all other means are depleted.

China and the Philippines have several agreements that disputes should be solved through dialogue and consultation.

The Philippines has also signed the fourth article of the Declaration on the Conduct of Parties in the South China Sea (DOC), which states that disputes should be solved by those countries directly related, through negotiation and consultation.

Wang said that the Philippines' arbitration attempt violated previous agreements and raised suspicion of its complicated international background or even hidden political motives.

The minister listed reasons why the Philippines' arbitration attempt, first made in 2014 to a UN tribunal, is invalid and unacceptable. He said it was a unilateral move by the Philippines, which goes against international norms on arbitration, and that they have not yet exhausted other means to reach a resolution. Wang Yi also said any deployment of defense facilities on China's own territory would be legitimate.

Wang further said the Philippines not only violated a number of agreements by filing arbitration without China's consent ... but also did not follow the Declaration on the Code of Conduct on the South China Sea. According to him, any arbitration should only be filed after all possible solutions are tried and failed.

"The Philippines betrayed our trust and went against justice to file for arbitration. That made us wonder whether they are making these decisions following complicated international circumstances.   They may even have political purposes that they don't want to share," he said.

This was in response to western reports that an advanced surface-to-air missile system was deployed to one of the disputed islands in the South China Sea.





"I hope that media everywhere will turn their attention to the lighthouses that we have built on some of the islands in the South China Sea. They are in operation now and they have been very useful in ensuring the safety of passing ships in those waters. The meteorological forecast facilities and other facilities will provide assistance and rescue and emergency response to the fishing boats in those waters. Because I think all of those are actions China, as the biggest state in the South China Sea, has undertaken to provide more public goods and services to the international community and play a positive role there. " said Wang, " As for the limited and necessary self-defence facilities that China has built on the islands and reefs stationed by Chinese personnel, this is consistent with the self-preservation and self-protection that China is entitled to under international law. So there should be no question about that."



The Chinese Foreign Minister also stressed that demilitarization benefits all, but it can not be applied to only one country, or with double or even multiple standards. He said demilitarization in the South China Sea needs joint efforts from countries both in and outside the region. The Chinese Foreign Minister said China noticed that during the just concluded meetings between the US and ASEAN, the two pledged to achieve demilitarization in the region. By sending its warship within 12 nautical miles of China's isles in the South China Sea, the United States is raising tensions in the waters and sending a dangerous signal to the region.

On Tuesday, the US warship USS Lassen illegally entered waters near Zhubi Reef, part of China's Nansha Islands, without the permission of the Chinese government. Such a blatant provocation was naturally met with strong condemnation from China, which deems the US move as a threat to China's sovereignty and security interests.

To justify this reckless move, high-ranking US officials have been raising their voices recently accusing China of militarizing the South China Sea and claiming the US operation is to exert "freedom of navigation" in the waters.

These are just pretexts the US is using to mislead the public and confuse right with wrong.

China has repeatedly said it has no intention of militarizing the Nansha Islands in the South China Sea. All its deployments at the islands and reefs are necessary, limited and defense-oriented. As a nation that relies heavily on the sea lanes in the waters, militarization would threaten, instead of serving, its interests in the region.

As to freedom of navigation and overflights in the waters, they have never been a real issue of concern. China has reiterated many times that its reclamation work is primarily for civilian purposes and does not in any way hamper freedom of navigation.

Yet, these words have apparently fallen on deaf ears. By challenging a threat that does not exist, the US move is creating a bigger and more real threat itself. By flexing its muscle on China's doorstep, the US is using coercion to challenge China's legitimate territorial claims.

The US warship displays exactly who is the real hand pushing the militarization of the South China Sea.

The US' so-called freedom of navigation operations also go against its own public statements that it takes no stand over the territorial claims in the South China Sea.

The US calls itself a Pacific country and claims it too has a stake in peace and stability in the region. If that is the case it should be playing a more constructive role in the waters, rather than stirring the waters at the risk of regional peace and stability.

If the US still deems itself a responsible power, it should refrain from making further provocations. - China Daily

China's foreign ministry on Tuesday expressed "strong discontent" over a US warship's "illegal entry" into waters near a reef in the South China Sea, threatening to take whatever measures are necessary against any deliberate provocations.

Experts said the announcement represented a warning from China, but that the nation is not willing to see an escalation into military conflict. Experts called for both parties to resort to legal and diplomatic approaches.

According to a Reuters report on Tuesday, one US defense official said the destroyer USS Lassen sailed within 12 nautical miles of Zhubi Reef.

A second defense official said the mission, which lasted a few hours, included Meiji Reef.

Earlier this year, China revealed that it was building civil and military facilities over both reefs, which are part of its Nansha Islands.

The operation was approved by US President Barack Obama, CNN reported on Tuesday, citing an anonymous official as saying that the mission was "routine."

The US warship was monitored, tracked and issued a warning, said Lu Kang, a spokesperson for the Ministry of Foreign Affairs, on Tuesday

A guided-missile destroyer and a patrol boat gave warnings to the US warship, Yang Yujun, a spokesman for the Ministry of National Defense, said on Tuesday.

He said the reoccurrence of similar incidents should be prevented in the future.

China will continue to watch the situation and "do whatever is necessary," Lu said during a regular press briefing in Beijing.

Stressing that China's sovereignty over the Nansha Islands and its adjacent waters is "irrefutable," Lu said China is prepared to respond to any deliberate provocation by any country and urged the US to "immediately correct its wrongdoing."

Lu said that China is firmly opposed to any action that harms China's sovereignty and security in the name of freedom of navigation.

China's Vice Foreign Minister Zhang Yesui also summoned US Ambassador Max Baucus on Tuesday to protest against the US naval patrol, calling it "extremely irresponsible."

'Predictable' act

The dispatch of the US warship was predictable since the US had reiterated the plan several times, Zhu Feng, a professor of international security at Nanjing University, told the Global Times on Tuesday. He said the US had to follow through with its action to maintain credibility with its allies.

The US will take such measures against any country that is considered by the US as curtailing its freedom of navigation, in a bid to show that it aims at defending the right, an expert at the Academy of Military Science, who asked for anonymity, told the Global Times.

A US defense official told Reuters that "It's not something that's unique to China."

US warships have defended this right against almost all coastal countries, a research fellow at the Chinese Naval Research Institute, who asked not to be named, told the Global Times on Tuesday, citing the passage of US warships from the Mediterranean into the Black Sea during the Cold War as an example.

Given the current situation, the US is unlikely to let go if its demands are not met, said the research fellow at the Chinese Naval Research Institute.

The second US defense official said additional patrols would follow in coming weeks and could be conducted around features that Vietnam and the Philippines have built up in the Nansha Islands, according to Reuters.

Probe reaction

"The US move is more of a probe of China's reaction rather than a showdown," Zhu said, adding that China needs to have a well-considered plan in response, such as getting ready to monitor US warships or planes, or driving them off when necessary.

But China should move carefully to avoid military conflict, he said.

The expert at the Academy of Military Science said the passage of the USS Lassen is the least serious move available to the US, compared with other options like conducting military drills and joint passage of Japanese and Philippine warships.

China also made a minimal response, he said.

Unlike the intense relationship between the US and former Soviet Union, the US is also worried that radical military actions would harm Sino-US cooperation, the research fellow at the Chinese Naval Research Institute added.

The research fellow suggested setting up a "security alert zone" by China in the controversial waters in order to prevent further conflicts.

China and the US in September signed two documents on "notification of military crisis" and "encounters in the air" in a bid to avoid military conflicts caused by miscalculation over the seas, according to the Xinhua News Agency.

It has to be noticed that China has already carried out construction work in the area. This is the concrete achievements Beijing has gained. Completing building the islands still remains as a major task for China in the future. At present, no country, the US included, is able to obstruct Beijing's island reclamation in the region.

In face of the US harassment, Beijing should deal with Washington tactfully and prepare for the worst. This can convince the White House that China, despite its unwillingness, is not frightened to fight a war with the US in the region, and is determined to safeguard its national interests and dignity.

Beijing ought to carry out anti-harassment operations. We should first track the US warships. If they, instead of passing by, stop for further actions, it is necessary for us to launch electronic interventions, and even send out warships, lock them by fire-control radar and fly over the US vessels.

Chinese should be aware that the US harassment is only a common challenge in China's rise. We should regard it with calm and be confident of our government and troops. It is certain that the Chinese government, ordering the land reclamation, is able and determined to safeguard the islands. China is gradually recovering its justified rights in the South China Sea. China has not emphasized the "12 nautical miles." It is the US that helps us to build and reinforce this concept. Then, it is fine for us to accept the "12 nautical miles" and we have no intention to accept 13 or more than 13 nautical miles.

US warned against 'provocations': patrol plan risks 'escalating tensions'

Firm reaction for US sea provocation

US Secretary of Defense Ashton Carter said US ships and aircraft would "fly, sail and operate whenever international law permits" in response to a question about whether the US would enter 12 nautical miles of China's "artificial islands" in the South China Sea. Carter said the South China Sea would not be an exception.

It was reported by US media recently that US military vessels would enter within 12 nautical miles from China's "artificial islands" in the South China Sea, and challenge China's construction work in that region and claims over the Nansha Islands. It is said that relevant plans have been submitted to the president's office. China may face a grave test imposed by Washington's escalation of tensions over the maritime disputes.

"Artificial island" is an inaccurate depiction of China's construction work in the South China Sea. China is expanding, not building these islands out of thin air. The expanding national interest in terms of waters and air space is not yet clearly defined by international law. Whether this ambiguity could trigger major-power conflicts depends on what major powers think.

China has not made any statement about the expansion of its sovereignty due to the construction work, and China has no intention of claiming more sovereignty. Washington's ceaseless provocations and coercion can only demonstrate that it does not intend to protect freedom of navigation in this region, as China has clearly stated that the right will not be impeded. What the US wants is to play rough against China and stress its hegemony.

In this case, China mustn't tolerate rampant US violations of China's adjacent waters and the skies over these expanding islands. The Chinese military should be ready to launch countermeasures according to Washington's level of provocation.

The US must have known that China's reclamation work does not contravene international law, so Washington has no sufficient reason to stop China. Despite the legitimacy of China's construction work and the public good it can provide, if the US adopts an aggressive approach, it will be a breach of China's bottom line, and China will not sit idly by.

China has remained calm with self-restraint even in the face of Washington's escalating provocations, but if the US encroaches on China's core interests, the Chinese military will stand up and use force to stop it.

If Washington wants to prove it can keep its military edge in China's offshore areas, then let it come. US military forces will have a chance to test the deterrence of its equipment and its willingness to show off its hegemony on China's doorstep at any cost.

The South China Sea is not a place where countries can act wantonly. Rules should be jointly made by all stakeholders, and US military ships cannot dominate the region. Washington has over-estimated the effect of its military prowess. - Global Times

US patrol plan risks ‘escalating tensions’

Tensions in the South China Sea could spiral out of control if the US starts patrolling too close to Chinese islands, with any military confrontation between China and the US escalating to a dangerous level, analysts said Wednesday.

Speaking after a two-day meeting between US and Australian foreign and defense ministers in Boston, US defense secretary Ashton Carter said Tuesday that the US would sail and fly wherever international law allows, including the South China Sea.

His remarks were rebuked by China's foreign ministry, which said China has indisputable sovereignty over certain South China Sea islands and their surrounding waters and that China is not the one that had militarized the region.

"I want to point out that some countries have recently flexed their military muscles again and again in the South China Sea," foreign ministry spokeswoman Hua Chunying told a daily news briefing Wednesday.

"This is the biggest factor in the militarization of the South China Sea. We hope the relevant countries cease hyping up the South China Sea issue and scrupulously abide by their promises not to take sides on the territorial disputes," she said.

Carter's statement came a day after The New York Times reported that the US has been briefing its allies in Asia, including the Philippines, on plans to conduct naval patrols near Chinese islands, which could come as close as within the 12 nautical mile limit. The patrols look more imminent according to a Wednesday Reuters report, which, by quoting some analysts in Washington, said the patrols could happen at the end of this or next week.

Countermeasures

"What will happen is that China will take necessary countermeasures [if the US begins patrolling the area.] The actual measures will depend on how frequently the US decides to enter the airspace or waters close to the islands and what kind of aircraft or ship they plan to send," Wu Shicun, president of the National Institute for the South China Sea, told the Global Times.

According to Wu, the first measure would involve diplomatic and military warnings. If the situation escalates, China may dispatch planes to tail US aircraft to decide if there is hostile intent. If this is believed to be so, the next step would be for the Chinese military to expel the US ships and planes.

Wu warned that there could be considerable danger, and if further measures need to be taken, the risk of a military clash or even casualties, based on either miscalculation or coincidence, would significantly rise.

"I think the bottom line for both China and the US is to make sure there is no open conflict or casualties," Wu said. His opinion was echoed by Hu Bo, a professor at the Peking University Ocean Strategy Research Center, who said that both China and the US will remain restrained to prevent any confrontation from evolving into a full-blown war.

"The problem is, both countries need to demonstrate their strong will to the world while trying to keep their heads cool. This makes controlling the situation difficult," Hu said.

Although entering within 12 nautical miles of Chinese islands may not be technically difficult for the US military, analysts believe the important question the US should ask itself is whether it will face a better situation in the South China Sea if it decided to take such action. "China is unlikely to let the US get away with it. A likely outcome would be a long-term military stand-off in the South China Sea," Hu said.

Civilian use stressed

The US intervention could also change what China plans to do with the South China Sea islands, experts said.

Chinese President Xi Jinping said last month during his visit to the US that China did not intend to militarize the islands. Foreign ministry spokeswoman Hua on Wednesday re-iterated that China's purpose of island construction is for civilian use.

She noted that China is only deploying limited military equipment for necessary defensive purposes, which is "understandable given that some countries are flexing their muscles and frequently conduct targeted large-scale military exercises with allies."

"The proportion of military facilities on these islands depends on how much threat the US and its allies exert on China," Wu said. "If the US military comes within 12 nautical miles of these islands, it would only be more reasonable for China to speed up its construction of military facilities, which at the moment is restrained," Hu said.
